There seems to be a bug involving footnotes which appear at or near
the bottom of a page.
For example, here is a footnote*

The footnote itself has several lines, and there is not even
enough room on the current page to begin printing the start
of the footnote.
There seems to be no good reasonable thing to do in this case,
except force a page break before the reference to the footnote,
causing the reference and the footnote to appear on the next page.
